Key Responsibilities

Under the supervision of the Protection Coordinator, the Protection Capacity Building & Safeguarding Officer strengthens the technical capacity of World Vision's protection staff and its partners, and safeguards the quality of child protection and psychosocial support (PSS) activities delivered under the ECHO-funded multisectoral action 'Multisectoral Support for the Most Vulnerable Populations in Syria in Aleppo and Raqqa Governorates. The role includes designing and delivering training on child protection, case management, PSEAH, referrals, PSS and safeguarding (including Teachers in Crisis Contexts and Child Protection Minimum Standards content), monitoring safeguarding practices and the functioning of the child-friendly Complaint and Feedback Mechanism (CFRM), and providing ongoing technical guidance and mentoring to World Vision and partner staff. The Officer ensures that all interventions are aligned with donor requirements, humanitarian standards, and World Vision's safeguarding policies.

  • Activity:
  • Deliver training sessions for World Vision and the partners protection staff, teachers and education personnel on child protection, case management, PSEAH, referrals, PSS and safeguarding.
  • Provide ongoing coaching and mentoring to strengthen the technical skills and operational performance of World Vision and the partners.
  • Develop training materials and tools tailored to project needs, in line with Child Protection Minimum Standards and World Vision's safeguarding policies.
  • *- Share expected budget with BoQ for venue rental, meals and refreshments, stationery and training materials, printing, and other logistical costs necessary for effective training delivery.
  • *- Developing and administering pre- and post-training tests, analyzing learning results, and preparing a brief training report for each training, documenting participation, learning outcomes, key findings, and recommendations for follow-up.
  • *- Conduct a capacity-building assessment to identify technical gaps among World Vision and partner staff, inform training priorities and tailor capacity-building interventions accordingly.
  • Ensure safeguarding policies and the child-friendly CFRM are applied consistently across all project activities and supported schools.
  • Monitor the partners-led interventions in World Vision-supported schools to verify compliance with safeguarding standards and donor requirements.
  • Support the identification, reporting and safe referral of safeguarding concerns, ensuring a timely and confidential response.
  • Provide technical guidance to field teams and to the partners to ensure quality delivery of case management, focused PSS and awareness-raising activities.
  • Conduct joint monitoring visits with the partners, document lessons learned, and support corrective action planning.
  • Recommend solutions to operational and safeguarding challenges and propose adjustments to improve efficiency and quality.
  • Contribute to monthly, quarterly and final reports with inputs on capacity building, safeguarding and CFRM performance.
  • Coordinate closely with the Protection Coordinator, MEAL team and the partners focal points to ensure harmonized implementation.
  • Represent World Vision in safeguarding-related working groups and coordination fora as required.

Minimum Requirements

  • Computer skills, in particular email, Microsoft Word, PowerPoint and Excel.
  • Fluency in Arabic required, and ability to write and speak English.
  • Good report writing skills.
  • Detailed oriented and able to verify data quality.
  • Strong communication and interpersonal skills.
  • Good contextual knowledge of the local community and social/cultural constraints, realities and organizational relationships. Inspires trust within/outside of the organization.
  • Develops high levels of credibility and accountability.
  • Stays open to internal and external feedback.
  • Agrees with the mission, vision and core values of World Vision.
  • Finds fulfilment in work through creativity, risk-taking, initiative, and innovation, and encourages the same in colleagues.
  • Any other certifications such as IQTS or related safeguarding investigation would be highly valued.
  • Excellent written and fluent in speaking Arabic.
  • Good command of English in terms of speaking, reading, and writing.

Working Conditions

  • A university degree or diploma in social sciences, psychology, sociology, business administration, public administration, or any other relevant field.
  • Additional certifications in project coordination, facility management, humanitarian operations, or protection principles are highly desirable.
  • Training in safeguarding, child protection, or gender-based violence (GBV) is an asset.
  • Demonstrated knowledge of humanitarian standards, Sphere, or Core Humanitarian Standards (CHS) is preferred.
  • Prior engagement with NGOs, UN agencies, or community-based organizations is an advantage.
  • The position requires 100% of the time to be field-based.
  • Position requires willingness and ability to continue functioning during a crisis, including during a World Vision response to a man-made or natural disaster, and availability to work outside regular hours when required.
