Global Support and Development (GSD) is seeking a qualified evaluator to support the final evaluation of the Haiti Information Management (IM) project. The selected evaluator will lead field-level qualitative data collection across regional hubs in Haiti. Key tasks include adapting and translating primary qualitative tools into Haitian Creole, conducting Key Informant Interviews (KIIs) with the Directorate General of Civil Protection (DGPC) national and departmental leadership and external actors, leading Focus Group Discussions (FGDs) with trained field volunteers, providing localized contextual analysis, co-facilitating validation workshops, and supporting evaluation dissemination.

Key Responsibilities

The primary objective of the Evaluation Vendor is to lead field data collection in Port-au-Prince and selected Administrative Departments in Haiti, ensuring robust stakeholder engagement with DGPC national and departmental leads, field volunteers, international & local partners, and other key stakeholders.

While the GSD PQM Team retains the overall responsibility for evaluation design and management, the vendor will adapt, translate, and execute data collection, transcribe field data, facilitate validation sessions, and contribute to reporting and dissemination.

The Evaluation Vendor will work closely under the supervision of the GSD Evaluation Team Lead. Responsibilities are structured by evaluation phase:

Proposals will be evaluated using a 70% Technical / 30% Financial weighted scoring model:

  • Technical Capacity & Experience (7+ years experience leading field evaluations, qualitative interviews, and FGDs in Haiti; expertise in disaster management or IM systems): 35 Points
  • Methodological Approach & Quality (Quality of the proposed field execution plan, risk mitigation strategy for security/connectivity, and field data quality assurance mechanisms): 20 Points
  • Language & Local Knowledge (In addition to English, native/bilingual fluency in Haitian Creole and French demonstrated networks across DGPC and departmental hubs): 15 Points
  • Financial Proposal (Cost realism, competitiveness of daily rates, and clear breakdown of field operational costs): 30 Points

Minimum Requirements

  • Education Background: Advanced university degree (Master’s preferred) in Evaluation, Social Science, Disaster Risk Management, Public Administration, Development Studies, or a related field.
  • Evaluation Experience: Minimum 7 years of proven experience conducting qualitative and quantitative evaluations and leading field assessments, or research studies in Haiti and/or similar contexts.
  • Local Knowledge & Networks: Deep understanding of Haiti’s institutional disaster management structures (DGPC central and departmental dynamics), local administrative systems, and current operational/security realities.
  • Technical Familiarity: Prior experience evaluating Information Management, digital surveys, GIS, or disaster response systems is highly desirable.
  • Language Proficiency: Native/fluency in Haitian Creole and French (oral and written), alongside proficiency in English.
  • Experience in disaster risk management, civil protection, or emergency response is an asset.
  • Hands-on expertise with digital mobile data collection tools for field-level data entry and offline synchronization.
  • Demonstrated experience in qualitative transcription/translation, thematic coding, and basic descriptive analysis (e.g., analyzing survey frequencies and basic metrics).
  • Familiarity with Haitian public sector or local governance dynamics (direct experience with DGPC is an asset).
  • Strict commitment to evaluation ethics, informed consent, data protection, and do-no-harm principles.

Working Conditions

All proposals shall remain valid for a minimum of 90 days from the submission deadline. GSD reserves the right to accept or reject any or all proposals without obligation to provide rationale. The successful vendor must comply with all applicable laws, institutional procurement rules, and confidentiality requirements.

The issuance of this RFP does not constitute a commitment to award a contract. Costs associated with the preparation and submission of proposals are solely the responsibility of the vendor and will not be reimbursed by GSD.

  • Deliverable 2: Raw Processed Field Data (Cleaned field dataset, including transcribed/translated English summaries of KIIs and FGDs): Oct 15, 2026
  • Deliverable 3: Field Synthesis & Findings (Concise analysis report (10-15 pages) synthesizing key field findings, localized challenges, success drivers, and contextual insights mapped to the Evaluation Matrix) Oct 30, 2026
  • Deliverable 4: Validation & Report Support (Participation in validation sessions, written input on Draft 0 report, and co-development of Evaluation Management Action Plan): Nov 15, 2026
