Garissa County, particularly Dadaab, hosts one of the largest refugee populations in Kenya, with communities facing intersecting vulnerabilities linked to displacement, poverty and fragile protection systems. Women and children, in particular, experience heightened risks of gender‑based violence (GBV), child abuse, neglect, and exploitation. Despite the presence of humanitarian actors, protection services remain fragmented, underfunded and often inaccessible. Referral pathways are weak, trust in community mechanisms is low and local actors frequently lack the technical capacity to provide survivor‑centered care.

Communities continue to face multiple protection concerns including: Gender-Based Violence (GBV), child abuse, neglect and exploitation, early and forced marriage, family separation, psychosocial distress, limited access to justice and weak community-based protection mechanisms. Although humanitarian actors continue to provide protection services, significant gaps remain. Protection systems are often fragmented, referral pathways are inconsistently applied, community awareness remains low and many frontline actors have limited technical capacity to identify, document and appropriately refer protection cases.

The current humanitarian funding crisis has further exacerbated these challenges. Reduced donor funding has constrained protection programming, reduced staffing levels and weakened community outreach activities. Essential services such as health facilities, schools, child-friendly spaces and women safe spaces are operating with limited resources, increasing risks for vulnerable populations while reducing access to timely and quality services.

Key Responsibilities

Within the agreed inception period, the consultant shall submit an Inception Report that demonstrates a clear understanding of the assignment and outlines the proposed implementation approach. The report should include a detailed methodology, assignment schedule, quality assurance measures, stakeholder engagement strategy, identified risks and mitigation measures, and any recommendations for strengthening the assignment.

The consultant shall also prepare a Detailed Work Plan outlining all consultancy activities, deliverables, timelines and responsibilities from commencement to completion of the assignment.

In addition, a comprehensive Training Schedule and Agenda shall be developed, indicating the training objectives, session topics, learning outcomes, methodologies, facilitators, time allocations and logistical requirements for each training session.

The consultant shall undertake a comprehensive mapping and validation of available Protection and Gender-Based Violence (GBV) service providers across all project locations.

The mapping exercise should identify key actors, services provided, geographical coverage, referral procedures, contact persons, operating hours and eligibility criteria where applicable. The consultant shall verify the accuracy of the information through consultations with relevant stakeholders to ensure that the mapping reflects the current service landscape.

Based on the validated findings, the consultant shall produce a practical and user-friendly Protection and GBV Referral Directory that can be used by project staff, community protection structures and other stakeholders to facilitate timely, safe and coordinated referrals for individuals requiring protection services.

At the conclusion of the assignment, the consultant shall submit a comprehensive Final Consultancy Report that consolidates all activities undertaken and deliverables produced throughout the consultancy. The report should provide an overview of the assignment, methodology employed, training activities conducted, participant statistics, assessment results, protection service mapping findings, key achievements, lessons learned, challenges encountered, recommendations for future programming and a sustainability plan for continued capacity strengthening. All training materials, assessment tools, attendance registers, service mapping outputs, photographs (where consent has been obtained) and other relevant annexes shall be attached to the final report as supporting documentation.

Working Conditions

Building on the findings from the inception phase, the consultant will develop a comprehensive package of participant-centered training materials that are practical, context-specific and aligned with national and international protection standards. The training package will include a facilitator's guide, participant manual, PowerPoint presentations, practical case studies, group exercises, scenario-based learning activities, role-play simulations and participant handouts designed to encourage interactive learning and knowledge retention. In addition, the consultant will develop practical job aids and reference materials that participants can use to support the application of knowledge and skills in their day-to-day protection work. All materials should be written in clear, accessible language, incorporate adult learning principles, and reflect the realities of both refugee and host community contexts within the project locations.

The consultant is expected to adopt an adult learning approach that promotes active participation, practical application and experiential learning throughout the training. Training sessions should be designed to encourage meaningful engagement, knowledge sharing and peer learning, while recognizing the existing experiences and capacities of participants. A variety of participatory methodologies should be employed, including interactive presentations, facilitated group discussions, case study analysis, practical exercises, role plays, scenario-based simulations, community mapping activities, collaborative problem-solving sessions, guided reflection exercises and action planning. These methodologies should enable participants to develop practical skills and confidence in applying protection principles within their respective roles. The training content and delivery approach should be highly practical, context-specific and responsive to the realities of both refugee and host communities, incorporating locally relevant examples, case scenarios and emerging protection challenges within the Dadaab context.

The consultant shall develop a comprehensive and participant-centered training package that supports effective learning and facilitates practical application of protection concepts. The training package shall include a Facilitator's Guide with detailed session plans, facilitation notes, learning objectives and guidance for delivering each module.

A Participant Manual shall be prepared to serve as a practical reference document containing key concepts, tools, guidance notes and reference materials relevant to the training topics.

The consultant shall develop high-quality PowerPoint Presentations for each training module that are visually engaging, easy to understand and aligned with adult learning principles.

To enhance practical learning, the consultant shall prepare a range of interactive learning materials, including case studies, group exercises, scenario-based practical exercises, role-play scenarios, and participant handouts. These materials should reflect realistic situations encountered within refugee and host community settings and encourage critical thinking, problem-solving and application of knowledge.

Where appropriate, the consultant should also develop practical job aids, quick reference guides and other learning resources that participants can continue using after the training.

The consultant shall design and administer comprehensive learning assessment tools to evaluate participant knowledge, skills acquisition and overall training effectiveness.

Following each training session, the consultant shall prepare and submit a comprehensive training report documenting the implementation process, participant engagement and key outcomes.
