Role Summary
UNDP is seeking a National Technical Consultant for a 6-month contract to support Lebanon's Personal Status Department in managing civil registration records.
About the Organisation
UNDP has been working closely with the Ministry of Interior and Municipalities (MoIM) to strengthen the capacity and efficiency of key public institutions responsible for delivering essential services to citizens. As one of the core public service providers, the Directorate General of Personal Status (DGPS) plays a critical role in ensuring citizens’ access to civil registration and identity-related services, which are fundamental to legal identity, protection, and access to public services.
In light of the multiple crises affecting Lebanon, including the impact of the recent conflict, the demand for timely and accessible civil registration services has significantly increased. At the same time, several Personal Status Departments have faced operational challenges, including increased workloads, damaged infrastructure, and limited administrative capacity. Strengthening the Directorate’s operational capacity is therefore essential to ensure the continuity and quality of service delivery.
As part of its support to the MoIM, UNDP is assisting the Directorate General of Personal Status in enhancing its operational efficiency and improving service delivery through targeted technical assistance. To support these efforts, UNDP is seeking a National Technical Consultant to provide technical and administrative support to the Directorate in processing, organizing, verifying, and managing civil registration data and related records, thereby contributing to more efficient, accurate, and citizen-centred service delivery across the Personal Status Departments.
Key Responsibilities
Under the supervision of the Senior Project Officer and the Director General of Personal Status, the consultant will be responsible for:
- Organizing and reviewing civil registration files and supporting documentation to ensure completeness and compliance with the Directorate’s requirements.
- Coordinating with relevant departments within the Directorate General of Personal Status and other concerned government entities to follow up on missing documentation and verify records, as required.
- Entering, updating, and validating civil registration data in the Directorate’s electronic database while ensuring data accuracy and consistency.
- Supporting the processing, tracking, and archiving of civil registration records and related administrative documentation.
- Identifying, reporting, and following up on data inconsistencies and technical issues affecting the electronic database, and coordinating with the relevant technical teams to facilitate their resolution.
- Preparing periodic progress updates on data-entry activities, file processing, and operational challenges to support informed decision-making and efficient workflow management.
Minimum Requirements
Education
· A High-School degree is required
· At least 2 years of relevant experience in working with the Personal status Department
Language: Fluency in Arabic and English.
