About the Organisation

Sened is an independent, non-profit organization established and registered in Türkiye in 2013 under registration number 27-15-175, and registered in Syria under the name “Lilbalad Sanad” with registration number 603.

Sened was founded in response to the Syrian humanitarian crisis, which resulted in large-scale displacement and critical living conditions for internally displaced persons (IDPs) within Syria. The organization emerged to support individuals affected by repression, human rights violations, and violence against civilians— including bombings, shelling, and sieges—as well as to respond to the urgent needs of millions of Syrian refugees in Türkiye.

Currently Sened is Operating under the name Lilbalad Sanad in Syria, and implements programs across multiple humanitarian sectors, with a particular focus on advocating for the rights and well-being of persons with disabilities (PwDs) and their families.

Key Responsibilities

To manage and monitor all supply chain functions, including procurement and logistics, ensuring full compliance with Lilbalad Sanad’s internal policies as well as all applicable donor regulations, agreements, and contractual obligations.

To plan, coordinate, and oversee the procurement of all goods and materials required for organizational projects, ensuring optimal sourcing in terms of cost efficiency, quality standards, and timely delivery.

The above-mentioned key tasks and duties are illustrative ones. Other future responsibilities may be assigned to the job at the request of the head of department according to the need.

  • Plan, coordinate, and oversee all procurement activities to ensure timely, cost-effective, and quality-assured delivery of goods and services.
  • Prepare, review, and approve procurement plans in coordination with project and program managers.
  • Ensure the timely collection of compliant and competitive quotations in line with organizational and donors requirements.
  • Manage supplier relationships, including communication, negotiations, contract management, and performance evaluation.
  • Develop, maintain, and regularly update the supplier database to ensure a reliable and diversified vendor pool.
  • Ensure quality assurance of procured goods and services, as well as due diligence on suppliers and service providers.
  • Provide market intelligence and analysis to support informed procurement decisions.
  • Maintain accurate and complete procurement documentation and records in line with audit and compliance requirements.
  • Coordinate with donors’ procurement and logistics teams to ensure adherence to agreed plans, procedures, and contractual obligations.
  • Contribute to audit processes by preparing required documentation and providing responses to audit findings when needed.
  • Oversee warehouse operations to ensure proper storage, handling, and tracking of goods in line with organizational policies and best practices.
  • Ensure effective inventory management, including regular stock counts, reconciliation, and reporting.
  • Ensure all assets are recorded, tracked, and managed in accordance with Lilbalad Sanad ‘s policies and donor requirements.
  • Maintain up-to-date and accurate asset and inventory records.
  • Supervise transport and fleet operations to ensure efficient, safe, and cost-effective utilization of vehicles.
  • Monitor vehicle usage, maintenance schedules, and fuel consumption to ensure operational efficiency and compliance.
  • Ensure all logistics activities are conducted in line with organizational policies and donor regulations.
  • Coordinate transportation planning to support program implementation effectively through ERP System.
  • Provide technical guidance on procurement and logistics approaches and lead capacity-building initiatives for the team.
  • Contribute to the development and implementation of supply chain strategies aligned with organizational policies and procedures.
  • Develop the ERP System.
  • Ensure adherence to zero-tolerance policies on fraud, corruption, and misconduct.
  • Establish monitoring mechanisms to identify risks and implement mitigation measures proactively.
  • Conduct regular team meetings to plan, assign, and monitor daily, weekly, and monthly tasks.
  • Promote value for money and continuous improvement across all supply chain functions.
  • Contribute to knowledge sharing and best practices within internal and external networks.
  • Prepare and submit regular reports, updates, and critical issues to the line manager to support decision-making and strategic planning.
  • Propose innovative solutions and improvements to enhance supply chain performance.

Minimum Requirements

  • Bachelor’s degree in supply chain management, Logistics, Business Administration, or Engineering. Any relevant studies focus on inventory control, procurement, transportation, and operations management can be acceptable.
  • Minimum 3 years of relevant experience in Supply Chain Management within humanitarian NGOs in Syria.
  • Proven expertise in navigating the Syrian context, with a solid understanding of local operational challenges, cultural considerations, and regulatory frameworks.
  • Good command of Arabic, with strong English reporting and Communication skills.
  • Ability to travel regularly to field locations.
  • Strong computer literacy (Word, Excel, map tools, communication systems).
  • Previous experience with organizations working in disability inclusion, protection, or community‑based programming.
  • Advanced skills in access negotiation or community engagement.
