Action Against Hunger USA is part of the Action Against Hunger International network. As an independent NGO, Action Against Hunger USA currently manages operations in eight countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti.
ACF is implementing the RAMP digital platform using DHIS2 Tracker and a customised/forked DHIS2 mobile application to support field-level data capture, programme monitoring, research activities, reporting and decision-making. The platform is intended to support structured workflows for registration, follow-up, service delivery, referrals, outcomes, reporting and data use in low-connectivity settings.

Key Responsibilities
The assignment will focus on the RAMP DHIS2 system and related digital workflows. The scope includes DHIS2 Tracker development and maintenance, customised DHIS2 mobile platform support, dashboards and reporting, data management, testing, documentation and implementation support.

The consultant is expected to propose a practical, collaborative and iterative methodology. The approach should include:
The consultant will produce the following deliverables:
- Desk review of relevant documentation, including existing DHIS2 configuration notes, system documentation, issue logs, implementation plans, dashboards, data dictionaries, user guidance and available technical materials.
- Review of DHIS2 Tracker configuration, mobile workflows, dashboards, reporting outputs, data flows and user access structures.
- Consultations with ACF programme, research, MEAL, ICT, DHIS2 administration and field implementation teams to validate requirements and priorities.
- Technical review of the customised/forked DHIS2 mobile platform, including mobile workflow behaviour, synchronisation, usability, compatibility and integration considerations.
- Development and maintenance of a prioritised technical backlog covering bugs, enhancements, Tracker updates, dashboard needs, testing requirements, data quality issues and documentation gaps.
- Sprint-based implementation support, with regular demonstrations, feedback sessions and technical coordination meetings.
- Functional testing, regression testing, mobile/offline testing, synchronisation testing and user acceptance testing.
- Documentation, handover and knowledge transfer to support sustainability and internal technical oversight.
Minimum Requirements

The consultant will be selected by an evaluation committee, which will also be responsible for the technical oversight of the procurement process.
- A cover letter expressing interest and outlining relevant experience.
- Detailed CV highlighting qualifications and previous relevant work.
- A brief technical proposal outlining the proposed approach, methodology, workplan, deliverables, quality assurance approach, risk mitigation and budget.
- Samples or references from previous similar assignments. Where documents cannot be shared, applicants may provide a list of relevant assignments and the organisations worked for, with a contact person.
- At least three traceable references for similar services conducted.
- Proof of legal registration, tax registration or tax compliance documentation where applicable.
