About the Organisation

In 2023, the United Nations Development Programme (UNDP) launched a European Union (EU)-funded project entitled “Disaster Management, Port and Maritime Reform for Economic Recovery.” This project aims to mitigate the impacts of the current crisis while supporting a people-centred recovery and improving human rights by strengthening relevant systems and reinforcing the role of civil society, in line with the priorities outlined in the Reform, Recovery and Reconstruction Framework (3RF) for Lebanon.

The project aims to contribute to a secure and safe environment in Lebanon through accountable institutions. In particular, the interventions will contribute to achieving the following outcomes:

Through the provision of expertise, equipment and infrastructural support, the action will assist Lebanon in promoting better governance of the national administration and ensuring the efficient operational capacity of military and civilian actors responsible for safety and security.

The project will build the capacity of relevant stakeholders, namely the Lebanese Armed Forces (LAF), the Internal Security Forces (ISF), General Security (GS), the Maritime Civil Defense (CD), the National CBRN (Chemical, Biological, Radioactive and Nuclear) Commission, and Civil Society Organizations (CSOs), to operate in a transparent, accountable and coordinated manner to prevent, respond to and investigate security threats in the maritime sphere by enforcing the rule of law in accordance with international standards.

Efficient control, improved risk analysis and the sharing of information at the national and international levels will facilitate the control and safety of critical economic infrastructure and support legal cross-border trade, thereby contributing to economic improvement and long-term development.

Key Responsibilities

Under the supervision of the DRM Project Team, the Consultant will be responsible for the following tasks:

The Consultant will work under the supervision of the Project Team. UNDP will be responsible for providing the Consultant with all necessary project-related materials, if applicable, in a timely, thorough and transparent manner.

The Consultant shall rely on their own means of transportation and communication and shall take the associated costs into consideration when preparing the financial offer.

The consultancy assignment will be conducted over a period of three months, commencing from the date of contract signature. The Consultant is expected to provide a total of eight (8) working days of services, distributed over the two-month assignment period, as required.

The Consultant is expected to perform their duties remotely and at the assigned duty station: the Joint Rescue Coordination Center (JRCC), Beirut Naval Base.

  • Develop the technical specifications and requirements for the telecommunication equipment to be procured for the Joint Rescue Coordination Center (JRCC) at the Beirut Naval Base.
  • Provide technical support during the procurement process by participating in the technical evaluation of bids and suppliers, ensuring that the selected bidder fully complies with the required technical specifications and project requirements.
  • Provide technical expertise during the delivery, installation, configuration, testing and commissioning of the equipment to verify that it has been supplied and installed in accordance with the approved technical specifications, contractual requirements and applicable quality standards.

Minimum Requirements

Education

Language: Fluency in Arabic and English.

  • At least a bachelor’s degree (B.E.) in Telecommunications, Electrical, Electronics, or Computer Engineering.
  • A minimum of 10 years of experience in similar roles in installation and configuration of telecommunication projects, i.e., liaising with ministries and government bodies and coordinating with military agencies.
