Role Summary

Join the Norwegian Refugee Council as a Programme Development Manager to lead the ICLA programme in Nigeria, supporting displaced populations' access to rights and legal identity.

About the Organisation

The Information, Counselling and Legal Assistance (ICLA) programme in Nigeria supports displaced and conflict-affected populations to access their rights, secure legal identity and civil documentation, obtain Housing, Land and Property (HLP) rights, and pursue durable solutions in line with national legislation and humanitarian standards. Operating primarily in the conflict-affected North-East and expanding to other displacement-affected contexts where relevant, the programme works closely with government institutions, communities, and humanitarian partners to strengthen protection outcomes and improve access to justice for vulnerable populations.

This position is part of NRC's established ICLA programme in Nigeria and provides technical leadership to ensure high-quality, context-responsive programme design and implementation.

The role serves as the principal ICLA technical expert, advising senior management and programme teams on strategy, programme quality, donor engagement, and legal and policy developments.

It also provides technical oversight and capacity strengthening to ICLA staff across area offices, ensuring that interventions are evidence-based, aligned with NRC's global standards, and responsive to the evolving protection and displacement context in Nigeria.
