About the Organisation
The consultant will report to the Private Sector Engagement Team under the Migration Management Unit of IOM Philippines.
Key Responsibilities
The International Organization for Migration (IOM) seeks to engage a consultant to support a community-based organization (CBO) in Rodriguez (Montalban), Rizal in strengthening its organizational, operational, and business management capacities to effectively implement and sustain a climate resilient, nature-based livelihood project. Through contributions from a private sector partner and in line with IOM’s strategic objective on driving solutions to displacement, this support will enhance the CBO’s ability to manage, operate, and grow the initiative beyond the project period.
In close coordination with IOM, the consultant will be expected to:
a. Conduct a baseline assessment of the CBO’s organizational, operational, and business management capacities, and identify capacity gaps and areas for support
b. Map and assess available resources from the government, private sector, and other prospective partners the CBO can engage to support the implementation and sustainability of the initiative
c. Design and facilitate tailored capacity building training and coaching activities
d. Review and support the improvement of organizational policies, operational guidelines and manuals, and business processes
e. Provide regular monitoring, mentoring, and technical support during project implementation
f. Submit periodic progress reports to IOM summarizing activities conducted, findings, challenges, and recommendations
As an output-based consultant (Category B), the consultant is expected to provide professional high-quality training and technical support and advisory services in accordance with IOM’s protection, accountability, and do-no-harm principles.
- First set of deliverables – submission of inception report detailing workplan, stakeholder engagement approach and timelines, and organizational assessment tools - Deliverable by 30 September 2026
- Second set of deliverables – submission of organizational capacity report, training plan, and revised organizational policies and procedures - Deliverable by 30 October 2026
- Third set of deliverables – delivery of training sessions and submission of training materials and report - Deliverable by 20 November 2026
- Fourth and final set of deliverables – delivery of mentoring and technical support and submission of all monitoring reports on the CBO’s progress – Deliverable by 15 December 2026
