Sightsavers implements several projects in over 30 countries in Africa and South Asia working to eliminate avoidable blindness.

Onchocerciasis remains a public health problem in several endemic districts of Benin. In line with the national Neglected Tropical Diseases (NTDs) elimination strategy and the recommendations of the World Health Organization (WHO), the Ministry of Health (MoH) of Benin implements periodic Mass Drug Administration (MDA) campaigns using ivermectin to reduce morbidity and interrupt transmission among eligible populations aged five years and above.

In Benin, Sightsavers is supporting Ministry of Health through the NTD Program/Programme National de Lutte contre les Maladies Tropicales (PNLMT) and specifically the full process of MDA campaign against onchocerciasis.

In preparation for the upcoming MDA campaign, it is essential to validate the coverage reported for the 2026 MDA and to generate evidence‑based recommendations to improve planning, implementation, supervision, and community engagement. To ensure objectivity and transparency, the CES must be conducted independently from the structures responsible for MDA implementation. While the Ministry of Health will implement the incoming 2026 MDA, Sightsavers will engage and contract an independent consultancy or team of individual consultants highly skilled in epidemiology studies and evaluations in Benin to conduct the CES.

Sightsavers is looking to engage a consultancy firm or a team of independent consultants highly skilled in epidemiology studies and evaluations in Benin to conduct the CES. We expect the consultancy team will have both an MD in public health and a Statistician/Biostatistician within the group.

Working Conditions

The mode and timing of payment as agreed by Sightsavers and the consultant at interview and subject to milestones being reached.
