CBM is an international Christian development organization with over 110 years of experience working alongside local partners to promote disability-inclusive health, education, livelihoods, and humanitarian action. In Cameroon, CBM collaborates with national partners to improve the quality of life of persons with disabilities and other vulnerable populations.
The Cameroon Baptist Convention Health Services (CBCHS) is implementing the BMZ and CBM funded project “Strengthening the Resilience of Refugees, IDPs, and Host Communities through Improved Access to Health, Education, and Income-Generating Activities in the Far North Region of Cameroon” from February 2023 to December 2026. The project aims to improve access to inclusive health services, education, livelihoods, and social inclusion for refugees, internally displaced persons (IDPs), returnees, host communities, and persons with disabilities in the Far North Region of Cameroon.
As the project approaches completion, CBM Cameroon is seeking to recruit a qualified consultancy firm or independent consultant to conduct the final evaluation. The evaluation will assess the project’s relevance, coherence, effectiveness, efficiency, impact, and sustainability, while documenting lessons learned, best practices, and recommendations to inform future programming and ensure accountability to stakeholders and the donor.
Minimum Requirements
The consultant (individual consultant, consultancy firm, or consortium) will work closely with CBM Cameroon and CBCHS throughout the evaluation process and should possess the following qualifications:

- At least five (5) years of proven experience in conducting similar final evaluations of humanitarian and/or development projects.
- An advanced university degree in Monitoring and Evaluation, Social Sciences, Public Health, Development Studies, International Development, disability inclusion or another relevant discipline.
- Demonstrated experience in applying the OECD-DAC evaluation criteria.
- Strong expertise in mixed-methods evaluations, including qualitative and quantitative data collection and analysis.
- Proven experience in evaluating multi-sectoral programmes, particularly in health, education, livelihoods, humanitarian response, and disability inclusion.
- Good knowledge of disability inclusion, gender equality, safeguarding, human rights-based approaches, and the Convention on the Rights of Persons with Disabilities (CRPD).
- Excellent analytical, facilitation, communication, and report-writing skills.
- Ability to produce high-quality deliverables within agreed timelines.
- Fluency in French is required. Knowledge of English and local languages of the Far North Region will be considered an added advantage.
Eligibility Criteria
Eligible candidates should have relevant experience in project evaluations, possess an advanced degree, and be fluent in French.
