About the Organisation

As part of a Team Europe Initiative (TEI), bringing together the European Commission and five European bilateral cooperation agencies, the Technical Assistance (TA) Hub will support the Syrian government to reinforce institutional systems and capacities. The TA Hub will serve as a central entry point for TA requests, linking the priorities expressed by the Syrian government with the relevant expertise, in coordination and complementarity with other actors and initiatives. The TA Hub is designed as a fully demand-driven mechanism to facilitate and coordinate access to Technical Assistance. Working daily with the Syrian government, the Secretariat will serve as a permanent interface with Syrian institutions to identify, structure, and channel technical assistance requests.

Expertise France is France’s public agency and interministerial actor in charge of international technical cooperation. As a subsidiary of Agence Française de Développement Group (AFD Group), it designs and implements projects that sustainably strengthen public policies in developing and emerging countries. Expertise France works in key areas of development: governance, security, climate change, health, education, and more. Alongside its partners, it contributes to achieving the Sustainable Development Goals (SDGs).

Key Responsibilities

The Secretariat (composed of 2 Advisors) will serve as the entry-point for Technical Assistance requests from the Syrian government addressed to the EU. It will identify, collect, help consolidate the requests and match them with the right expertise. It will facilitate the coordination, mobilize existing facilities, engage the Team Europe’s members and where needed other relevant stakeholders.

The responsibilities of the Senior Advisor, in collaboration with the other advisor, will include:

  • Maintaining continuous coordination and dialogue with Syrian ministries and public institutions to identify, collect and consolidate technical assistance requests and emerging institutional needs;
  • Serving as the central entry point (“one-stop-shop”) for TA requests submitted by Syrian government to the EU;
  • Providing strategic advice and liaison with the Syrian Government (MoFAEX and other Syrian authorities);
  • Matching needs and available expertise;
  • In close coordination with the MoFAEX, identifying and conducting a preliminary assessment of the needs and mapping for technical assistance of Syrian institutions that would enhance their capacities to deliver services to the Syrian population;Mapping partners / third-party engagements and seek to ensure complementarity and a coordinated provision of Technical Assistance;
  • Conducting preliminary assessments of technical assistance requests, including analysis of institutional capacities, gaps, priorities, and scope of support required;
  • Submitting TA requests to the EU Delegation together with recommendations on the most appropriate delivery mechanism;
  • Coordinating closely with the EU Delegation and consortium members to ensure coherent attribution and follow-up of requests through the most suitable instrument, including the TA Hub;
  • Developing and maintaining a shared real-time database tracking TA requests, ongoing interventions, donor coverage, and institutional needs analysis;
  • Supporting strategic outreach, visibility, and a communication strategy to engage efforts with Syrian counterparts, EU Member States, donors, and like-minded partners to promote awareness and accessibility of the mechanism;
  • Contributing to monitoring, reporting, learning, and continuous improvement of the TA mechanism, ensuring alignment with EU priorities and a whole-of-Syria, inclusive approach;
  • Providing strategic advice to the Syrian government agencies on cooperation with the EU and existing instruments, and on internal coordination mechanisms for identifying, selecting and transferring requests;
  • Preparing decision-making bases for the selection of suitable EU instruments (EU Toolbox) and discussion with the EU Delegation;
  • Representing the TEI TA Hub in international donor and national coordination formats;
  • Coordinating with the EU Delegation in Damascus and the Project Management Unit (PMU) of the TA Hub;
  • Where appropriate and reasonable, performing additional tasks upon request of the management.

Minimum Requirements

  • Experience in advising/coordinating multi-partner facilities;
  • Knowledge of EU regional existing technical assistance facilities
  • Network of relevant international donors and Syrian institutions.
