Regional HMA Technical Advisor — Middle East

Join HAMAP Humanitaire as a Regional HMA Technical Advisor in the Middle East, guiding humanitarian mine action in Lebanon, Iraq, and Syria.

• *Reports to: Regional Coordinator for Middle-East;
• *Coordinates with: Country Programme Coordinators, Partner Operations Staff, Regional Support Manager, HQ Technical focal-points

• Provide regional technical direction for HAMAP-supported HMA activities across Lebanon, Iraq, and Syria.
• Ensure technical coherence across countries while allowing adaptation to national standards, partner capacity, operational context, access constraints, and grant requirements.
• Provide technical guidance on land release methodology, including NTS, TS, cancellation, reduction, clearance, BAC, EOD spot tasks, completion, and handover.
• Review and advise on technical approaches for manual clearance, BAC, EOD, mechanical support to clearance, rubble removal, integrated assets, and complex or high-risk tasks.
• Support country teams and partners in applying all reasonable effort, evidence-based decision-making, and risk-based prioritisation.
• Provide technical input on EORE/CPP integration, EO threat interpretation, risk analysis, blast protection logic, and technical accuracy of risk-reduction messaging, in coordination with the Global EORE Advisor.
• Coordinate with the Global EORE Advisor, who remains HAMAP’s organisational technical reference for EORE methodology, messaging, IEC/material standards, and global EORE guidance.
• Design, review, and strengthen Quality Management systems, including internal QA/QC frameworks, performance indicators, corrective-action tracking, and partner-owned internal QA capacity.
• Conduct targeted system audits, spot checks, high-risk task reviews, verification visits, and corrective-action effectiveness reviews.
• Support the development and review of regional and country-level SOPs, technical annexes, emergency procedures, QA/QC tools, task dossier templates, operational checklists, and training annexes.
• Design regional training architecture, competency frameworks, qualification thresholds, refresher cycles, and technical training priorities.
• Review and approve technical training packages, Training Management Plans, lesson plans, assessment tools, training completion reports, and competency records.
• Provide technical oversight of HMA information management systems, including task dossiers, IMSMA-compatible reporting, land release evidence, QA/QC dashboards, indicators, and donor reporting consistency.
• Provide technical input to proposals, logframes, budgets, workplans, procurement plans, donor reports, and technical feasibility analysis.
• Advise on technical specifications for detectors, PPE, demolition equipment, clearance tools, mechanical assets, communications, medical support, and other operational equipment.
• Support specialised technical adaptation for project-specific contexts, including archaeological or heritage-sensitive clearance, Civil Defence capacity development, urban/rubble environments, or other complex post-conflict contamination contexts.
• Assess partner technical capacity and support realistic capacity development plans linked to operational needs, safety, quality, and sustainability.
• Mentor National Technical Advisors, country teams, partner operations managers, QA/QC staff, training focal points, and senior technical personnel.
• Promote cross-country learning, technical harmonisation, capitalisation of lessons learned, and continuous improvement across HAMAP’s HMA portfolio.

• Formally recognised EOD Level 3+ qualification or equivalent advanced military EOD qualification.
• Demonstrated advanced explosive ordnance technical knowledge, including Advanced Explosive Theory as a minimum.
• Proven competence in ADW and bulk demolitions.
• IEDD qualification is highly desirable.
• Strong knowledge of IMAS and land release principles.
• Strong understanding of Quality Management in humanitarian mine action.
• Demonstrated competence in SOP development, QA/QC, training design, and operational risk management.
• Minimum 10 years of professional experience in humanitarian mine action or comparable explosive ordnance technical operations.
• Substantial experience in EOD, clearance, BAC, and land release.
• Minimum 5 years of senior technical advisory, programme operations, QA/QM, training, or capacity-strengthening experience.
• Experience supporting local or national partners through capacity strengthening, mentoring, technical governance, and systems development.
• Proven experience in SOP development, technical documentation, QA/QC systems, training architecture, competency assurance, and technical review.
• Experience in proposal design, technical methodology development, logframe/KPI design, asset-staffing planning, and donor reporting is strongly desirable.
• Experience in the Middle East, particularly Lebanon, Iraq, Syria, or comparable operational contexts, is highly desirable.
• Experience with national mine action authorities, technical working groups, accreditation processes, and national standards is strongly desirable.
• Experience with mechanical support to clearance, rubble clearance, heritage-sensitive clearance, or similar specialised contexts is desirable.
• Experience with IMSMA-compatible reporting, GIS, Survey123, task dossiers, QA/QC dashboards, and HMA information management systems is desirable.
• Strong understanding of the full HMA toolbox, including NTS, TS, clearance, BAC, EOD spot tasks, EORE/CPP integration, QA/QC, training, IM, and partner capacity strengthening.
• Advanced technical credibility in EOD and clearance.
• Strong understanding of land release methodology and evidence-based decision-making.
• Ability to design systems, not only deliver activities.
• Ability to translate IMAS, NMAS, and organisational SOPs into practical field systems.
• Ability to provide strategic technical direction while respecting country management and partner ownership.
• Ability to assess partner capacity and design realistic capacity development pathways.
• Strong analytical skills and evidence-based judgement.
• Strong report-writing, technical drafting, and SOP-writing skills.
• Ability to design training architecture, competency frameworks, and technical assessment tools.
• Ability to review operational data, task dossiers, QA/QC records, training records, and donor reporting for technical consistency.
• Ability to advise on equipment, mechanical assets, procurement specifications, and technical suitability.
