By joining the Australia Indonesia Partnership for Justice Phase 3 (AIPJ3), you will be part of a dynamic and collaborative program that supports Indonesia’s priority law and justice reforms. Working alongside experts from government, civil society, academia, and the private sector, you will have the opportunity to contribute to meaningful change in areas such as accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.
Key Responsibilities
The Adviser will support the preparation of these policy recommendations through the following activities and responsibilities:

- Conduct literature reviews and collect relevant data and information;
- Undertake assessments and mapping of challenges related to public participation in the formulation of law and regulation, both from normative and empirical perspectives;
- Conduct comparative studies on global good practices in public participation, including reviews of public participation guidelines adopted in several advanced countries in line with Good Regulatory Practice (GRP) principles;
- Assist in organizing focus group discussions (FGDs), consultations, and interviews with stakeholders and experts;
- Produce all deliverables in accordance with the agreed timeline and quality standards established at the inception stage;
- Present interim and final findings to Bappenas and relevant stakeholders for feedback and validation; and
- Incorporate feedback from the validation process into the final versions of all deliverables.
Minimum Requirements
- Has experience in preparing studies or policy recommendations related to democracy, human rights, public participation, or regulatory governance.
- Possesses experience assisting the government in drafting Academic Papers (Naskah Akademik RUU) for bills within the last three years.
- Has experience in facilitating focus group discussions (FGDs), policy consultations, and multi-stakeholder discussions involving ministries/agencies, civil society organizations, academics, communities, and other relevant stakeholders.
- Demonstrates proficiency in English for reviewing international literature and comparative global frameworks and, where required, preparing summaries of findings and facilitating discussions in English.
- Has experience in conducting comparative studies or benchmarking on global good practices, particularly regarding their potential adaptation and implementation within Indonesia’s policy and regulatory governance context.
