Key Responsibilities
- Stakeholder engagement: Establish and maintain professional relationships with relevant authorities, humanitarian coordination mechanisms and other security stakeholders to facilitate humanitarian access, improve situational awareness and support the safe delivery of programmes.
- Security advice: Conduct security assessments of programme locations to ensure the safety and protection of UK-Med staff, partners and beneficiaries, and provide practical recommendations to mitigate identified risks.
- Situational assessment: Monitor and analyse the security environment, prepare regular security updates, assess routes and provide recommendations to support operational decision-making.
- Operational planning: Provide technical security advice during programme planning and implementation, ensuring that activities are delivered safely and in accordance with humanitarian principles and UK-Med security standards.
- Administrative support: Support programmes in obtaining operational permissions, movement permits and other administrative requirements necessary for programme delivery, as required.
- Training and support: Deliver security inductions, briefings and training for staff, visitors and consultants, promoting compliance with UK-Med security procedures and improving staff preparedness.
- Risk mitigation: Conduct security risk assessments, monitor security incidents and recommend appropriate risk-mitigation measures for staff, assets and operations.
- Security planning: Develop, review and update the Country Security Plan, contingency plans, evacuation procedures, incident-management procedures and relevant standard operating procedures (SOPs).
- Information management: Produce regular security reports, maintain security records and incident logs, and provide timely reports to the Country Director, programme teams and headquarters, as required.
- Technical support: Produce security maps and analytical materials using GIS applications such as Google Earth, ArcGIS, QGIS or similar. Analyse information from multiple sources, including open-source intelligence (OSINT), to support evidence-based security analysis.
- Staff supervision: Provide daily technical oversight, guidance and support to the Security Officer, helping to build a strong culture of security awareness and duty of care across the programme.
Minimum Requirements
We are looking for someone who has:
- Willingness to travel to Kharkiv and Zaporizhzhia.
- At least two years of relevant professional experience in security coordination, security management or risk management within humanitarian, conflict-affected or other high-risk operational environments.
- Demonstrable experience engaging with relevant authorities, humanitarian coordination mechanisms and other security stakeholders to support the safe delivery of programmes.
- A strong ability to assess security risks, analyse and interpret security data from multiple sources, and provide practical recommendations that support operational decision-making.
- Demonstrable ability to identify security risks, implement practical mitigation measures and support operational continuity in dynamic environments.
- English proficiency at B2 level.
- The ability to use geographic information systems analytically is desirable.
- Experience delivering security briefings, inductions and security-related training.
- Relevant professional security qualifications or training, such as HEAT, UNDSS, INSO or equivalent, are desirable.
- A strong understanding of humanitarian security management, humanitarian principles and humanitarian access.
- Knowledge of security protocols, evacuation plans and logistical arrangements in high-risk areas.
- Experience preparing and updating security risk assessments, contingency plans, security plans, incident-management procedures and scenario-planning documents.
- An understanding of how humanitarian principles apply to and affect security management.
- Proficiency in Microsoft Excel, Word and PowerPoint.
- Experience in security and risk analysis, including open-source intelligence analysis.
