Role Summary
Join Magenta FZE as a Tax Administration Expert for a consultancy project focused on tax reforms in South Sudan. This role is home-based with potential onsite work in Juba.
About the Organisation
MAGENTA is preparing for a potential project, subject to funding, with the Government of South Sudan to develop a Communication Strategy and Action Plan in support of national tax reforms. To deliver this initiative, MAGENTA is engaging a Tax Administration Expert to provide technical grounding on tax reform, compliance and revenue administration, and to ensure the strategy's messaging is accurate and credible.
- *Location: Home-based, with potential on-site presence in Juba, South Sudan for consultations and validations.
- *Reporting to: Team Leader / Strategic Communications Expert
- *Start date: Anticipated October 2026, subject to project award
- *Duration: Six (6) months from contract signing. Level of effort up to 30 working days.
- *Type: Deliverable-Based Agreement
- *Remuneration: Deliverable payment based on an agreed daily rate, based on experience and qualifications.
Key Responsibilities
The Tax Administration Expert will report to the Team Leader / Strategic Communications Expert. Expected deliverables include:
Beyond specific deliverables, the consultant will be expected to attend regular project meetings and deliver presentations to the client as required.
- Advise the team on the tax administration and revenue reform context, drawing on the revenue authority's strategic plan and the wider reform programme.
- Ensure reform messaging is technically accurate across voluntary compliance, taxpayer rights and obligations, integrity and anti-corruption, and risk-based audits and modernisation.
- Inform stakeholder segmentation with an understanding of taxpayer groups and their compliance behaviours.
- Review the draft Communication Strategy for technical accuracy and alignment with revenue administration good practice.
- Support the validation workshop and provide technical sign-off on the final strategy.
Minimum Requirements
- Bachelor's degree in public finance, taxation, economics or a related field.
- Minimum 10 years of professional experience in tax administration, tax compliance, revenue administration or tax reform.
- Substantial knowledge of voluntary compliance and revenue governance reform.
- Familiarity with South Sudan's taxation system and reforms.
- Experience supporting tax or customs reforms within the East African Community or similar regional integration initiatives is an advantage.
- Ability to work effectively, respectfully and successfully with governments, clients, partners and other stakeholders in complex settings.
- South Sudanese nationals preferred. Experience in South Sudan and/or the East African Community highly desirable.
- Excellent written and spoken English required, and software fluency including Office 365.

Eligibility Criteria
Candidates should have a Bachelor's degree and significant experience in tax administration, with familiarity in South Sudan's systems preferred.
