Role Summary
Join EMERGENCY NGO as a Coordination & Contract Manager to lead the Al Rastan Hospital project in Syria, ensuring quality and compliance in construction management.
Key Responsibilities
· Maintaining a weekly clash matrix to identify and resolve interferences between civil, electrical, and mechanical works.
· Chairing weekly coordination meetings with the two contractors.
· Resolving on-site interferences in collaboration with the Discipline Leads.
· Verifying that work sequences are compatible (e.g., chases before finishes, foundations before equipment installation).
· Coordinating with European designers to resolve design gaps or modifications.
· Providing direct support to the Lead Civil Engineer in supervising civil works, including demolition, structural works, block works, plastering, flooring, and finishes.
· Reviewing civil drawings and specifications to identify potential issues before they reach the construction phase.
· Managing variations (analysis, price negotiation, preparation of addenda) in accordance with GTC Art. 13.
· Monitoring penalties and contractual deadlines in accordance with GTC Art. 3.
· Managing contractors' requests for modifications, reporting to Construction Manager.
· Maintaining the official register of communications with contractors, reporting to Construction Manager.
· Interpreting and applying contract clauses to resolve disputes and claims.
· Supervising the Quantity Surveyor for physical measurements.
· Preparing Interim Payment Certificates based on the QS's measurements.
· Spot-checking quantities declared by contractors.
· Managing discrepancies between the BoQ and executed quantities.
· Ensuring that measurement data from the Site Assistants (compiled and checked by the QS) are correctly incorporated into progress reports.
· Preparing economic and progress reports for the Construction Manager.
· Maintaining the register of variations and reservations.
· Supporting the Construction Manager in preparing documentation for local authorities, consultants, and project stakeholders.

Minimum Requirements
· Master's Degree in Civil Engineering from a recognized university. Candidates holding a degree in Mechanical Engineering, Building Engineering, or a related discipline may also be considered, provided they can demonstrate substantial experience in civil construction projects.
· Minimum 10 years of professional experience in the construction sector, including at least 5 years in technical coordination, contract management, or similar roles on internationally funded projects (UN agencies, World Bank, European Union, INGOs, or comparable organizations) involving re-measurement contracts.
· Demonstrated experience in at least three projects delivered in accordance with European or American technical standards (including EN, IEC, ASTM, NFPA or equivalent), supported by professional references.
· Solid technical knowledge of civil construction methodologies and site practices, including demolition works, reinforced concrete and steel structures, masonry works, plastering, flooring, finishing works, and construction sequencing.
· Good understanding of contract administration principles, including FIDIC and/or re-measurement contract frameworks.
· Strong coordination, negotiation, and conflict-resolution skills, with the ability to facilitate collaboration among multiple contractors and technical stakeholders.
· Professional proficiency in English (minimum B2 level), both written and spoken.
· Ability to work full-time on site in Syria for the entire duration of the project (approximately 15 months).
· No actual, potential, or perceived conflict of interest in relation to the project.
· Familiarity with BIM-based coordination and clash detection tools, particularly Revit and/or Navisworks.
· Previous experience in hospital construction, healthcare facilities, or other technically complex building projects.
· Previous experience supervising or supporting civil works in positions such as Project Manager, Site Manager, Senior Site Engineer, or equivalent.
Software Skills
- Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) – mandatory.
- AutoCAD (for drawing review) – mandatory for civil drawing review.
- Revit / Navisworks (for clash detection) – appreciated.
- Project management software (MS Project, Primavera, or equivalent) – appreciated.
