Key Responsibilities

Under the direct supervision of Head of Logistics Cluster at Juba Country Office, lead and coordinate multimodal transport (river, road, air) and common storage in Bor, representing the Logistics Cluster in state-level forums. Strengthen partnerships, build national staff capacity, and ensure efficient, timely humanitarian assistance delivery through WFP’s on-demand services.

  • Coordinate river transport operations through WFP on-demand services, ensuring timely and efficient movement of humanitarian cargo along the Nile and its tributaries.
  • Lead road convoy coordination, including planning, security and access liaison, and scheduling, to guarantee safe and reliable overland transport of relief items.
  • Manage air transport operations in collaboration with UNHAS and partners, ensuring equitable access to air assets for critical humanitarian supplies.
  • Oversee common storage facilities in Bor and surrounding hubs, implementing WFP warehouse procedures to safeguard inventory and mitigate losses.
  • Represent the Logistics Cluster at state-level coordination forums such as ICCG, operational working groups, and technical task forces, ensuring logistics perspectives inform multisectoral responses.
  • Provide technical guidance to partners and national staff on logistics procedures, compliance with WFP standards, and effective supply chain management.
  • Supervise junior staff and build their capacity through mentoring, training, and performance management, fostering professional growth and operational excellence.
  • Coordinate port and river operations, including barge loading/unloading, coordination with barge/boat operators and port authorities, and monitoring of delivery schedules.
  • Lead and conduct rapid logistics capacity assessments for Jonglei State and GPAA, identifying infrastructure gaps and proposing mitigation measures for emergency preparedness.
  • Ensure integrated Logistics planning by collaborating with WFP, UNHAS and humanitarian partners to align transport, storage, and delivery strategies.
  • Lead and represent Logistics Cluster in emergency response plans for logistics operations in Jonglei and GPAA, ensuring rapid deployment of assets and personnel during crises/emergencies.
  • Strengthen partnerships with UN agencies, NGOs and local authorities to enhance coordination and resource sharing.
  • Produce accurate and timely reports on logistics cluster activities, consolidating data for decision-making and ensuring transparency with stakeholders.
  • Perform any other duties as required.

Minimum Requirements

For a bachelor’s degree holder, a minimum of 7 years of this experience is required.

This experience should also include;Working in insecure environments: Experience operating in conflict-affected and hard-to-reach areas, adapting logistics strategies to volatile conditions.

  • *Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.
  • *Experience: For a master’s degree holder,a minimum of five years progressively responsible experience in leading/managing Logistics Cluster operations and/or humanitarian logistics coordination in emergency and conflict contexts is required.
  • Interagency coordination: Strong background in collaborating with UN agencies, NGOs, and government counterparts to coordinate emergency and non-emergency logistics responses.
  • Managing multimodal operations: Direct involvement in integrated river, road, and air transport operations to sustain humanitarian supply chains
  • Supervising staff: Demonstrated leadership in supervising logistics assistants and national staff, ensuring tasks are completed to WFP standards.
  • Identifying transport risks: Skilled in recognizing challenges such as river navigability, road insecurity, and airstrip limitations, while maintaining emergency preparedness documentation.
  • Determining transport modality: Proven ability to coordinate with supply chain actors to select the most appropriate timing and mode (river, road, or air) for humanitarian cargo.
  • *Working Conditions: The position may involve field travel and emergency operations.
