About the Organisation

Pathfinder International is developing a Digital Investment Case Tool for Women's Health ; an offline, user-friendly Excel-based tool that equips Ministries of Health (MoHs) to make compelling economic and fiscal arguments for increased domestic investment in family planning, sexual and reproductive health and rights (SRHR), and primary health care (PHC).

The tool will be piloted in one country ;either Kenya or Egypt- to be confirmed upon contract signing and is designed from the outset as a country-agnostic solution, replicable across any country in MENA and Sub-Saharan Africa with minimal support. While the tool is intended to remain country-agnostic and adaptable across LMIC contexts, Pathfinder International has a preference for consultants or firms based in Kenya, or consultants with demonstrated experience working with the Kenya Ministry of Health, county health departments, or other public-sector health institutions. This preference is intended to support contextual relevance, practical engagement with government stakeholders, and effective alignment with Kenya’s health financing, SRHR, RMNCAH, PHC, and UHC priorities. Pathfinder is engaging a qualified Technical Consultant to design, develop, test, and prepare the tool for scale-up across a six-month period.

Minimum Requirements

  • Postgraduate degree in economics, health economics, public health, or related field.
  • Minimum 5 years' health economics experience, with deep knowledge of SRHR and PHC investment evidence in LMICs.
  • Proven track record building complex analytical and decision-support tools in Microsoft Excel , portfolio evidence required.
  • Experience engaging MoH and/or MoF counterparts in LMICs; ability to translate technical evidence for senior government audiences.
  • Ability to design and deliver training programmes for government professionals.
  • Excellent written English; able to produce clear policy briefs and advocacy materials for nonspecialist audiences.
  • Kenya-based consultants or firms with demonstrated experience working with the Kenya Ministry of Health, county health departments, Treasury/MoF, national technical working groups, or other public-sector health institutions will be strongly preferred
  • Familiarity with AfDB financing frameworks.
  • Knowledge of Arabic or French for future regional adaptations.
