Role Summary

Join The Day After as a Field Monitor to collect critical housing, land, and property-related data across six Syrian governorates.

Key Responsibilities

Each monitor will contribute to the following project-wide monthly and continuous targets, in accordance with the allocation and procedures agreed by the HLP Team Leader:

The assignment covers six months of field implementation following the inception phase. The monitor will work within the assigned governorate and monitoring area. Any movement or field activity must comply with TDA's access, security and operational procedures.

Offers will be evaluated using a combined technical and financial assessment. The technical proposal carries 70% of the final score and the financial proposal carries 30%. Only proposals achieving at least 70 out of 100 points in the technical evaluation will proceed to financial evaluation.

Payments will be made in two installments (50% each). Each installment is due upon the completion and submission of 50% of the deliverables, following review, sign-off on the delivery receipt by the concerned departments, and invoicing.

All payments shall be made exclusively via bank transfer, subject to all applicable taxes and statutory deductions.

The Field Monitor will report to the HLP Team Leader and coordinate with the Data Analyst and M&E Officer through the procedures established by TDA, including weekly coordination meetings and data-quality follow-up.

The Field Monitor must protect confidential, sensitive and personally identifiable information; obtain informed consent; apply Do No Harm and PSEA principles; and use collected information solely for this assignment. Data or findings may not be shared externally without prior written authorization from TDA.

Minimum Requirements

  • A university degree or diploma in social sciences, law, human rights, development studies, research, information management or a related field is preferred; equivalent demonstrated field experience may be considered.
  • A minimum of two years of relevant experience in field research, monitoring, interviewing, community engagement or data collection.
  • Previous experience in HLP, protection, human rights, humanitarian monitoring or comparable community-based research is highly desirable.
  • Strong knowledge of the local context, communities and relevant access dynamics in the assigned governorate.
  • Strong communication, interviewing and interpersonal skills.
  • Ability to use smartphones, tablets and digital data-collection tools accurately.
  • Ability to follow standardized methodologies and maintain complete records.
  • Commitment to confidentiality, informed consent, Do No Harm and PSEA principles.
  • Ability to work independently, coordinate regularly and meet agreed deadlines and performance targets.
  • Language: Arabic
  • Curriculum vitae demonstrating relevant qualifications, local knowledge and field experience.
  • Brief technical proposal explaining the proposed approach to ethical field monitoring, respondent engagement, data quality and achievement of targets.
  • Financial proposal stating the proposed monthly or task-based fee and any assumptions.
