The Mainstreaming and Integrated Water Resources Management approach for More Resilient Basins in Mozambique \[MozWateR\] is a geared project towards achieving water Terms of Reference for Consultancy v1 August 2025 security and safety by supporting Mozambique in developing its capacity to implement effective integrated water resources management (IWRM) in key basins in the northern and central water administration regions and improve capacity at a national level. This project is a collaborative effort where joint action on the ground will produce critical lessons from tried best practices that inform policy which strengthen business approaches, institutions, and rules around the sustainable use of land and water. MozWateR is being implemented collaboratively with the Northern Regional Water Administration (ARA-Norte), Central Regional Water Administration (ARA-Centro) and the National Directorate for Water Resources Management (DNGRH) as primary Implementing Partners (IPs) to combat several challenges in the national water sector.

The assignment involves the supervision of the construction works for the Zembe Dam, located within the Buzi River Basin, along the Mucessa River, in the Zembe Administrative Post, Macate District, Manica Province (19°16'25.70"S; 33°21'15.24"E).

The intervention aims to increase water availability for small-scale irrigation, domestic water supply, and other socio-economic activities, directly benefiting approximately 1,500 people and enabling the irrigation of approximately 15 hectares of agricultural land.

The site offers favourable conditions for the construction of the infrastructure, including a stable rock foundation, permanent river flow, low sedimentation levels, and good accessibility.

The works comprise the construction of a reinforced concrete dam with a height of 4.0 m, a crest length of 40.0 m, and a central spillway. The project also includes the construction of a water intake structure equipped with a solar-powered pumping system, an elevated water storage tank, two public water points (standpipes), a laundry facility, a livestock watering trough, and the associated hydraulic infrastructure and ancillary works.

1\. In general, verify how the work is being carried out, ensuring compliance with established deadlines; and inform the Client of any discrepancies, suspending, through written communication to the Contractor and after informing the Client, any services that are being performed in disagreement with the project and technical specifications.

2\. Verify the implementation of the work in accordance with the necessary references provided to the Contractor.

3\. To verify the accuracy or potential errors in the Project's forecasts, and with the Contractor's collaboration, regarding the ground conditions.

4\. Informing them of the need for advisability of establishing new easements or modifying existing ones, and of carrying out any acquisitions or expropriations, commenting on the circumstances that, or which were foreseen in the project, entitles third parties to compensation, and to inform them of the contractual and legal consequences of these facts. 5.Approve the materials to be used and verify the project's dimensional characteristics.

7\) Inform the Contractor of the changes made to the Work Plan by the Client and to approve the Contractor's proposals.

8.)Resolve, whenever it is within its competence, all issues that arise or are brought to their attention by the Contractor and to take the necessary steps for the proper progress of the work, for the perfect execution of the project, and to ensure compliance.

9.)Transmit the Owner's orders to the Contractor and ensure they are carried out.

10\) Monitor the implementation of the mitigation and environmental protection measures adopted in accordance with the established guidelines.

11\) Analyze complaints from and against the Contractor regarding the project, specifically concerning costs, quantities, execution methods, technical solutions, schedule adjustments, and deadline extensions.

12\) Issue a written opinion on any modifications to be introduced, clarifying and justifying the technical and economic reasons that justify the need for the change.

13\) Monthly reports should be prepared having the following minimum information:

a) Situation map.

b) Technical evaluation of the contractor and the progress of the work.

c) quality of services performed during the period.

d) Performance in relation to the physical-financial schedule.

e) Photographic reports containing the relevant services performed during the period.

f) activities of the supervisor during the period.

g) Technical and administrative forecasts for the following period.

h) A list of correspondence sent and received during the period, as well as any pending issues.

i) Personnel and materials made available during the period.

j.)Problems identified and actions taken.

k) Other requested data

14\) Prepare a final report detailing the project's history, relevant technical, administrative, and financial events, and recommendations for routine maintenance services.

15\) The supervisory body is responsible for monitoring the exact implementation of the Project and its amendments, the Contract, the Terms of Reference, and the Work Plan in force.

a) to oversee and approve the implementation of the project.

b) to confirm and approve the foundation excavations.

c) to oversee the pouring of concrete for the foundations and walls.

d) To inspect and approve the reinforcement of footings, columns, beams, slabs, and other reinforced concrete structures.

e) To inspect and approve the application of screeds, plaster, and other coatings on pavements, walls, the dam body, and other locations deemed necessary.

f) to verify and approve the completion of the work, including the final cleaning.

g) To prepare for and participate in the provisional and final handover of the works.

a) To ensure that the works are carried out in strict compliance with the detailed design, the established standards and specifications, and other contractual conditions.

b) To alert and advise ARA-Centro, IP (the Project Owner) regarding the conditions for meeting the physical and financial schedules of the works.

c) Organize regular site meetings.

d)manage communication between the parties.

e) To provide the necessary support to the Client with a view to reducing any potential negative environmental impacts of the works, maintaining the safety of their execution, and complying with other relevant requirements.

All this information should be accompanied by a curriculum vitae (CV).

The Consultant shall be a legally constituted consulting firm duly authorized to provide engineering consultancy services, with proven experience in the supervision of dam, reservoir, dyke, or other similar hydraulic infrastructure construction works.

The Consultant shall demonstrate successful completion of at least three (3) supervision contracts of a similar nature and complexity within the last five (5) years and shall have a qualified multidisciplinary technical team with proven experience in construction supervision, quality control, contract management, and environmental and occupational health and safety supervision.

Preference will be given to consultants with experience in hydraulic works, construction contract management, and a sound knowledge of the Mozambican legislation applicable to the construction, water resources, environmental, and public procurement sectors.

1 .Supervisor Coordinator

To participate in this procurement, you are required to submit a Proposal, which fully complies with the instructions in this RfP and the Attachments.

7.1.1. It is your responsibility to ensure that you have submitted a complete and fully compliant Proposal.

7.1.2 Any incomplete or incorrectly completed Proposal submission may be deemed non compliant, and as a result you may be unable to proceed further in the procurement process.

7.1.3 IUCN will query any obvious clerical errors in your Proposal and may, at IUCN’s sole discretion, allow you to correct these, but only if doing so could not be perceived as giving you an unfair advantage.

7.2 In order to participate in this procurement, you must meet the following conditions:

7.4 If you are participating in this procurement as a member of a joint venture, or are using sub contractors, submit a separate Declaration of Undertaking for each member of the joint venture and sub-contractor, and be clear in your Proposal which parts of the goods/services are provided by each partner or sub-contractor.

7.5 Each bidder shall submit only one Proposal, either individually or as a partner in a joint venture. In case of joint venture, one company shall not be allowed to participate in two different joint ventures in the same procurement nor shall a company be allowed to submit a Proposal both on its behalf and as part of a joint venture for the same procurement. A bidder who submits or participates in more than one Proposal (other than as a subcontractor or in cases of alternatives that have been permitted or requested) shall cause all the Proposals with the bidder’s participation to be disqualified.

8\. CONFIDENTIALITY AND DATA PROTECTION

8.1 IUCN follows the European Union’s General Data Protection Regulation (GDPR). The information you submit to IUCN as part of this procurement will be treated as confidential and shared only as required to evaluate your Proposal in line with the procedure explained in this RfP, and for the maintenance of a clear audit trail. For audit purposes, IUCN is required to retain your Proposal in its entirety for 10 years after then end of the resulting contract and make this available to internal and external auditors and donors as and when requested.

8.2 In the Declaration of Undertaking (below) you need to give IUCN express permission to use the information you submit in this way, including personal data that forms part of your Proposal. Where you include personal data of your employees (e.g. CVs) in your Proposal, you need to have written permission from those individuals to share this information with IUCN, and for IUCN to use this information as indicated in 8.1. Without these permissions, IUCN will not be able to consider your Proposal.

The Timetable below summarises the chronological order of deliverables and indicates milestones at which IUCN will pay the Consultant.
