About the Organisation

Project HOPE seeks a highly qualified consultant to serve as the lead technical writer and program development advisor for the development of a Statement of Interest (SOI) in response to the U.S. Department of State, Bureau of Global Health Security and Diplomacy (GHSD) Annual Program Statement (APS): Advancing Global Health (Funding Opportunity Number: DFOP0017890), Addendum I: Innovations in Population-Based Surveys and Surveillance.

The Addendum invites organizations to propose innovative approaches that strengthen population-based surveys, routine surveillance systems, and epidemiologic data collection methodologies in low- and middle-income countries. The opportunity emphasizes cost-effective, sustainable, country-owned surveillance systems that improve the timely generation and use of population health data across priority health areas, including HIV, tuberculosis, malaria, neglected tropical diseases, nutrition, and emerging public health threats.

Through this consultancy, Project HOPE intends to develop a competitive SOI that advances innovative surveillance and survey approaches aligned with the Department of State's objectives related to global health security, country ownership, sustainability, data quality, interoperability, and evidence-based decision-making. The consultant will provide strategic technical leadership, facilitate program design discussions, coordinate technical contributions from internal and external stakeholders, support consortium development, and develop the complete Statement of Interest (SOI) package.

Minimum Requirements

The consultant should demonstrate the following

  • Advanced degree (Master's or higher) in Public Health, Epidemiology, Biostatistics, Global Health, Health Systems, Infectious Diseases, International Development, or a related field.
  • Minimum of 10 years of progressively responsible experience designing, implementing, or evaluating global health surveillance systems, population-based surveys, epidemiological studies, or public health research programs.
  • Demonstrated experience leading the development of successful U.S. Government-funded proposals, concept notes, statements of interest, or applications for agencies such as USAID, CDC, NIH, PEPFAR, Department of State, or other major international donors.
  • Strong technical knowledge of population-based surveys, surveillance systems, monitoring and evaluation, epidemiology, health information systems, and data use for decision making.
  • Demonstrated experience working with multi-country or regional global health programs in low- and middle-income countries.
  • Excellent technical writing, analytical, and communication skills, including experience synthesizing complex technical information into concise, compelling proposal narratives.
  • Proven ability to facilitate collaborative design processes involving multiple stakeholders, technical experts, and consortium partners.
  • Ability to work independently and meet aggressive deadlines within a fast-paced proposal development environment.
