About the Organisation

Since 2011, SCM has held Special Consultative Status with the United Nations Economic and Social Council (ECOSOC). Its work focuses on documenting human rights violations and submitting legal files to hold perpetrators accountable, while strengthening the role of victims and their families, and supporting journalists and human rights defenders, as well as independent media as a tool for building democracy.

SCM has established an advanced database to serve as a reference for future justice processes, it comprises a team operating in Syria as well as in countries of refuge and the diaspora.

Key Responsibilities

  • Managing the Violations Documentation Project and supervising the project team on a daily basis, ensuring the implementation of activities and achievement of project objectives in accordance with approved plans, methodologies, and standards.
  • Developing work plans and conducting continuous monitoring and evaluation to ensure the achievement of project results and indicators, while identifying and addressing challenges and risks.
  • Supervising all documentation processes and ensuring compliance with documentation methodologies, quality standards, documentation ethics, and verification and review procedures.
  • Periodically reviewing and developing documentation methodologies, work procedures, and tools in line with best practices and the evolving needs of the project.
  • Supervising the management of systems, software, and databases used by the project, ensuring the quality, accuracy, and completeness of data; identifying functional and operational requirements for the development and improvement of these systems; and following up on development, testing, and updating processes in coordination with the technical team to ensure that systems respond to project needs and data protection and information security requirements.
  • Using the systems and softwar for the project, supervising the capacity-building of the project team, providing technical guidance, and identifying training needs in the areas of documentation and data management.
  • Preparing periodic project reports, including narrative reports submitted to donors, reviewing financial reports, and following up on all financial aspects of the project in coordination with the relevant teams.
  • Contributing to the preparation of project proposals and funding applications, managing the project’s contractual obligations, and following up on their implementation.
  • Ensuring that all project publications comply with the Center’s policies, publication standards, and institutional communications requirements.
  • Coordinating work with the Center’s other programs and projects and promoting integration, information sharing, and the exchange of expertise among them.
  • Developing the project’s network of relationships with relevant national and international partners and stakeholders, and representing the Center in relevant meetings, workshops, and events, including travel when required.
  • Promoting a safe working environment, ensuring the safety and well-being of the team, and upholding principles of confidentiality, data protection, and duty of care.
  • Carrying out any other relevant tasks assigned by the Manager of the Justice and Rule of Law Program or the SCM management.

Minimum Requirements

  • At least five years of professional experience in project management, preferably within local and/or international civil society or non-profit organizations, particularly in projects related to human rights violations documentation.
  • Advanced experience in managing multidisciplinary teams, supervising project implementation, developing work plans and monitoring their implementation, managing risks, and ensuring the achievement of project objectives and indicators.
  • Good experience in managing systems, software, and databases used in projects, with the ability to identify their functional and operational requirements, coordinate with technical teams, and follow up on their development, testing, and updating processes.
  • Advanced experience in preparing technical and narrative reports, managing relationships with donors, and contributing to the preparation of project proposals and funding applications.
  • Good knowledge of International Human Rights Law (IHRL), International Humanitarian Law (IHL), International Criminal Law (ICL), and transitional justice principles.
  • Experience in developing and applying methodologies for documenting human rights violations, preparing reports and analysis, and supervising the quality of documentation processes, with good knowledge of data protection and information security principles.
  • Excellent communication and coordination skills, with the ability to build and maintain professional relationships with partners and donors.
  • Ability to work independently, manage priorities, and complete tasks with minimal supervision.
  • Commitment to the highest standards of professionalism, integrity, confidentiality, and respect for human rights principles.
