External Evaluator Consultant
Role Summary
The International Organization for Migration seeks an External Evaluator Consultant for a project in the Philippines focused on improving agri-fishery communities.
Key Responsibilities
The evaluator or the evaluation team will hold overall responsibility for the methodology, data collection and analysis, report writing, and presentation of evaluation findings. Additional team members may be included by the team lead upon discussion with and approval of the Evaluation Manager. The evaluator shall also be responsible for coordinating the schedule and modality of interviews and FGDs with interviewees. Below are the expected evaluation deliverables:
- Inception Report
- Includes a detailed description of the evaluation approach and methodology, work plan, evaluation matrix, interview and FGD guides, list of persons to be interviewed, and other data collection instruments to be used for the evaluation.
- The Evaluation Management Group (EMG) and the Evaluation Reference Group (ERG) shall review and approve the inception report.
- Evaluation Report (First Draft)
- First draft report, supported by annexes including the evaluation TOR, evaluation matrix, list of documents reviewed, list of persons interviewed, and data collection instruments, submitted to the Evaluation Manager.
- The EMG and ERG shall review and provide comments on the draft evaluation report.
- Presentation of Evaluation Findings
- The evaluator shall present the initial findings to the EMG and ERG.
- Final Evaluation Report
- The final evaluation report shall incorporate inputs and recommendations from the EMG and ERG.
- The EMG and ERG shall review and approve the final evaluation report.
- Final Presentation of the Evaluation Report
- The evaluator shall present the key findings from the final evaluation report to the EMG and ERG.
- Evaluation Brief
- The evaluator shall submit an evaluation brief, along with the final evaluation report. The evaluation brief shall be cleared and accepted by the EMG and ERG
- Management Response Matrix (partially filled-out)
- The evaluator shall submit a partially filled-out Management Response Matrix to the Evaluation Manager.
